Judging from recent reports by the National Drug Intelligence Center, you could come to the conclusion that Mexican drug cartels can do something the U.S. government cannot: control border crossings. The cartels maintain "gatekeepers" -- their own sort of Border Patrol. "Gatekeepers regulate the drug flow from Mexico across the U.S.-Mexico border into the United States by controlling drug smugglers' access to areas along the border," says identical language in NDIC reports on southern Arizona and West Texas. "Gatekeepers collect 'taxes' from smugglers on all illicit shipments that are moved through these areas, including drugs and illegal aliens. The taxes are generally paid to the DTO that controls the area; the DTO then launders the tax proceeds." By contrast, these and other reports published this year by the NDIC -- a division of the U.S. Justice Department -- describe a U.S. government that often exerts little control over who crosses the border and with what. California's border, says NDIC, is "easily breached." Arizona's border has "few physical barriers" and is "underprotected." "Large amounts of illicit drugs are smuggled into the area from Mexico, and bulk cash is transported from the area into Mexico," says NDIC's report on southern Arizona. "These trafficking activities are facilitated by several factors unique to the region, including ... a remote, largely underprotected border area between Arizona's points of entry." If I wanted to be religious, which religion do I pick? Every relgions says it the religion of the one true god. How do I make sure that I follow the one true god? What if I choose a religion and do everything they ask of me only to die, go to the pearly gates and the guy says, "Ouch, Catholicism. I'm so sorry, but the correct answer was Mormonism. Resolved Question: Why, when I try to record my VHS onto a DVD is it coming out black and white?

I have a VHS, that I want to transfer onto a DVD. The VHS should record fine. I read online that sometimes copyrighted VHS have some sort of protection, but this tape was itself just something recorded off tv several years ago. So that’s can’t be what’s wrong. When I try and record the VHS onto the DVD, it records, but it comes out in black and white. I tried several different tapes, and they all came out in black and white. I noticed that when I played a VHS, (without recording) on the player, but pressed DVD on the remote controller, it switched to black and white. Don’t know if that has anything to do with it or not. Also I looked up the player online, and found something that said if you used some option, that’s called ‘Dubbing’ on the controller, it records the contents of the VHS onto the DVD. I did that. Still black and white. Any suggestions of what I could possibly be doing wrong? I have a Panasonic DMR-ES30V. I wrote to Panasonic for help, and they were extremely unhelpful. Also, the DVD-RW I’ve been using, I did buy it oversees. The brand is TDK, it says on the back TDK Recording Media Europe, and it also says in the upper right-hand corner ‘RW 2'. I don’t know, do DVD-RWs have regions like normal DVDs? If so, could this be the problem? more

Since the 'CRISIS' generated by the BQ,NDP & Liberals I have had some where around 350-400 comments CENSORED by CBC (Public) employees!! They are usually CENSORED whenever I make comments regarding past LIBERAL Governments, Quebec Politics & Language laws as well as the impending Self Government Agreement in NUNAVIK (Northern Quebec) between the Federal, Provincial & Local leaders and how this will cost millions of taxpayers $$$. As OUR publicly funded BROADCASTER (CBC) is often the ONLY choice to remote regions of CANADA already under served & rampant with corruption,discrimination & abuse of human rights.It would be interesting to compare notes with others who have been OVER CENSORED by them (CBC). Voting Question: DVD Burning programs dont reccognise drive?

I have tried different burning programs and none of them are recognising my dvd drive so I cant burn anything? i dont know how to fix this. I had nero 7 and it worked fine, then a month ago i got a virus and had to uninstall and install a bunch of stuff and ever since then it hasn't worked for me. Something about my laptop being on a "remote region" and it not recognising it. When i go to burn all it picks up is and "image recorder" and not my dvd drive. So i reinstalled nero 7 even tried the newest 9.25 and nothing. i tried a couple of other dvd burning programs and none of them pick up my drive after i add the files and click on burn. Anyone know how to fix this?I clicked on manage under computer and i dont have any options for a dvd drive. all i have is "system tools" "storage" which only has disk managment and "services and applications" when expanded, none of those have the dvd drive. more

Resolved Question: Would a Classic Controller for Wii from Hong Kong work here in the USA?

I bought a classic controller a while ago from Ebay, but I did not notice that it was being shipped from Hong Kong. Now, I know that due to region coding many games can not be played here from Japan and such and that electronic items are sometimes configured differently in different countries and I'm just worried that this classic controller may be like that. So will this controller work with my American Wii and Wii remote? more

Temperature the PLAYSTATION 3's "Safety and Support" manual clearly states that the PLAYSTATION 3 unit to operate within temperatures of 41F - 95F Do not place your PS3 too close to the wall If your PS3 is placed on a closed space, place it atleast 4-6cm away from the walls Usually you should not allow your PS3 to exeed 20-35F higher than the current room temperature Place a thermometer on the wall just behind your PS3 to prevent it from reaching high temperatures Many people have said that Vertical is Better or Horizontal is better, but actually this only depends on your PS3's possition try experimenting with it by adding a thermometer on the back and play a game on one possition for 30 minutes and record the temperature, then try it on the other possition and play a game for 30 minutes and record the temperature, which ever one has the lowest temperature is my best recommendation Overheat When your PS3 encounters an overheat it usually turn's on and the power LED blinks 3 times or you will get a Yellow light blinking and then shuts down If your PS3 encounters an overheat (barely happens), put it somewhere where there's alot of airflow and away from any type of moisture. Also Windows are not recommended One of the other causes of an overheat is enabling "Remote Start via Internet" while your PS3 is inside a closed cabinet, since the Remote Play system is not perfected (YET); the PS3 starts unintentionally if your PS3 is connected through some routers that are not 100% compatible with Remote Play/Remote Start. Good thing Sony made a feature which automaticlly shuts down your PS3 if it's not connected to a PSP within a few minutes (This is only bad for those PS3's who are not updated with the latest firmware releases, since the latest firmware has an auto-off when a PSP is not connected in a given time) Preventing BD-Failures BD Failures happen when you're using a scratched up disc or over playing , I recommend not playing more than 3-4 hours at a time Check your discs for anytype of smudges Consider buying HDD titles sometimes to keep the usage 50-50 Everytime a you update your PS3 firmware, always test your BD drive by playing a movie or game by: -Shadow_Spawn- Cleaning I recommend cleaning your PS3 atleast once a week to prevent dust from comming in Use a low powered vaccum to suck out the dust out of the PS3's vents, remember to keep the vaccum atleast 2-3cm away from the PS3 If you using a can of air, use the tube straw and let it blow from 4-6cm away from the PS3 (make sure tube is in correctly as it may fire the tube a damade your PS3) (DO NOT Spray the can upside down as it will release a freezing moisture that may damage electronics) If you're cleaning off the outside of your PS3 (Mainly the top and the chrome areas), use a microfibre cloth. The Playstation 3 is prone to scratch easily, typically a microfibre cloth will prevent this. NEVER use paper towels or any other paper based materieals. Satellite A satellite is basically any object that revolves around a planet in a circular or elliptical path. The moon is Earth's original, natural satellite, and there are many manmade (artificial) satellites, usually closer to Earth. The term "satellite" is typically used to describe a useful object placed in orbit purposely to perform some specific mission or task. The Soviet Sputnik satellite was the first to orbit Earth, launched on October 4, 1957 Because of Soviet government secrecy at the time, no photographs were taken of this famous launch. Sputnik was a 23-inch (58-cm), 184-pound (83-kg) metal ball. A satellite is a specialized wireless receiver/transmitter that is lunched by a rocket and placed in orbit around the earth. Modern satellite can receive and re-transmit thousands of signals simultaneously. Transmission through the satellite is much more like transmission through microwave, in microwave information are transmit through the microwave dish antenna where as in satellites transmission, information are transmit through the satellite 500 to 22300 miles in space. Geostationary orbits A satellite in a geostationary orbit appears to be in a fixed position to an earth-based observer. A geostationary satellite revolves around the earth at a constant speed once per day over the equator. The geostationary orbit is useful for communications applications because ground based antennae, which must be directed toward the satellite, can operate effectively without the need for expensive equipment to track the satellite’s motion. Especially for applications that require a large number of ground antennae (such as direct TV distribution), the savings in ground equipment can more than justify the extra cost and onboard complexity of lifting a satellite into the relatively high geostationary orbit. Low-Earth-orbiting satellites Low earth orbiting satellites are less expensive to position in space than geostationary satellites and, because of their closer proximity to the ground, require lower signal strength. So there is a trade off between the number of satellites and their cost. Or moon is the term for a body in orbit around a planet. As long as our own Moon was the only moon known, there was no need for a general term for the moons of planets. But when Galileo discovered the four main moons of the planet Jupiter, Johannes Kepler wrote Galileo a letter suggesting he call them “satellites” (from the Latin satellites, which means attendant). Waste dumping Following the massive tsunami of December 2004, there have emerged allegations that after the outbreak of the Somali Civil War in the late 1980s, Somalia's long, remote shoreline was used as a dump site for the disposal of toxic waste. The huge waves which battered northern Somalia after the tsunami are believed to have stirred up tonnes of nuclear and toxic waste that was illegally dumped in Somali waters by several European firms. The European Green Party followed up these revelations by presenting before the press and the European Parliament in Strasbourg copies of contracts signed by two European companies—the Italian Swiss firm, Achair Partners, and an Italian waste broker, Progresso—and representatives of the warlords then in power, to accept 10 million tonnes of toxic waste in exchange for $80 million (then about £60 million). According to a report by the United Nations Environment Programme (UNEP) assessment mission, there are far higher than normal cases of respiratory infections, mouth ulcers and bleeding, abdominal haemorrhages and unusual skin infections among many inhabitants of the areas around the northeastern towns of Hobbio and Benadir on the Indian Ocean coast—diseases consistent with radiation sickness. UNEP continues that the current situation along the Somali coastline poses a very serious environmental hazard not only in Somalia but also in the eastern Africa sub-region. Under Article 9(1)(d) of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, it is illegal for "any transboundary movement of hazardous wastes or other wastes: that results in deliberate disposal (e.g. dumping) of hazardous wastes or other wastes in contravention of this Convention and of general principles of international law". According to Nick Nuttall of the United Nations Environmental Programme, "Somalia has been used as a dumping ground for hazardous waste starting in the early 1990s, and continuing through the civil war there," and "European companies found it to be very cheap to get rid of the waste, costing as little as $2.50 a tonne, where waste disposal costs in Europe are something like $1000 a tonne." Illegal fishing At the same time, illegal trawlers began fishing Somalia's seas with an estimated $300 million of tuna, shrimp, and lobster being taken each year depleting stocks previously available to local fishermen. Through interception with speedboats, Somali fishermen tried to either dissuade the dumpers and trawlers or levy a "tax" on them as compensation. In an interview, Sugule Ali, one of the pirate leaders explained "We don't consider ourselves sea bandits. We consider sea bandits (to be) those who illegally fish and dump in our seas." Peter Lehr, a Somalia piracy expert at the University of St. Andrews says "It's almost like a resource swap, Somalis collect up to $100 million a year from pirate ransoms off their coasts and the Europeans and Asians poach around $300 million a year in fish from Somali waters." According to Roger Middleton of Chatham House, "The problem of overfishing and illegal fishing in Somali waters, is a very serious one, and does affect the livelihoods of people inside Somalia […] the dumping of toxic waste on Somalia’s shores is a very serious issue, which will continue to affect people in Somalia long after the war has ended, and piracy is resolved."To lure fish to their traps, foreign trawlers reportedly also use fishing equipment under prohibition such as nets with very small mesh sizes and sophisticated underwater lighting systems. Under Article 56(1)(b)(iii) of the Law of the Sea Convention: "In the exclusive economic zone, the coastal State has jurisdiction as provided for in the relevant provisions of this Convention with regard to the protection and preservation of the marine environment". Article 57 of the Convention in turn outlines the limit of that jurisdiction: "The exclusive economic zone shall not extend beyond 200 nautical miles from the baselines from which the breadth of the territorial sea is measured". more

So, I'm wondering what happened to all those people who didn't know Jesus because they were never taught about him, did they just go to hell when they died? If an objective lens of a compound light micropscope has a magnification power of 40x, why is the image magnified 400x? 2. The soil will become progressively (and uncontrollably) less fertile. After a few seasons of planting, the GM crop the soil will not be able to host any other conventional crop. If farmers wish to switch back to conventional crops it could take a whole season to rehabilitate the soil. The economic consequences are clearly unfavorable. There is also the added cost of nutrients and fertilizers necessary to regenerate the soil. However the most dangerous threat is that after many seasons it could be impossible to revert back to the planting of any conventional crop, because by then the soil could be completely infertile. Some GM crops are genetically manipulated so that they die after one season and cannot reproduce. This is the result of the Terminator gene. It is promoted as a means of preventing transgenic contamination to other crops. This has proved to be false. It actually spreads not only male sterility but also herbicide tolerance in other crops. The pollen from the crops carrying the Terminator will infect the fields of farmers who either reject, or cannot afford the technology. Any farmer whose crops are contaminated will then have to label all their produce as "GM contaminated". Monsanto can also sue them for the theft of genes. This spread of transgenes has been found in maize landraces in remote regions of Mexico. In Canada, 32 out of 33 commercial seed stocks have been found to be contaminated. Pollen can remain airborne for hours. It was simpler to get home from there and safer for those early missions. But as NASA plans to return astronauts to the moon in the coming decades, it is the moon's north and south poles that scientists and engineers are aiming for - drawn by the prospect of perpetual sunlight, water ice, intriguing geology and a gentler environment. Scientists at the Johns Hopkins University's Applied Physics Lab will help the agency prepare for those missions. The lab, near Laurel, won a contract to lead a four-year, $6.9 million study for NASA. A team of 30 scientists from several institutions, led by APL planetary scientist Ben Bussey, will use data from lunar missions to provide basic information for such a trip. Specifically, the team will: •Scout for safe landing sites, the most likely places to find water ice, and the most promising places to probe the moon's early history. •Try to map the unique lighting at the moon's poles, looking for places where the sun's energy is constant. •Develop plans for astronomy and other science that can be tackled only from the unique vantage point of the moon's poles. "The primary reason for going back to the poles ... is the lighting," Bussey said in an interview. Unlike the Earth's polar regions, the moon's poles offer more relatively benign conditions of sunlight and temperature. Apollo astronauts spent only a few days on the surface, and all landed near the moon's equator. But astronauts on extended stays near the equator would face 14 Earth days of sunlight, followed by 14 days of darkness. Temperatures would blaze to 250degrees Fahrenheit, then plummet to 250-below. At the poles, however, the sun may shine nearly all the time, a low, steady light that circles the sky, near the horizon, once every 28 days. Temperatures would stay closer to minus-50 degrees F - arctic conditions, for sure, but far easier for lunar base engineers to design for. "Nothing is easy, but the fact you've got less [temperature] change makes it an easier engineering problem," Bussey said. Base planners are drawn to the poles, too, by the prospect of finding places - probably on high mountains or crater rims - that enjoy perpetual sunshine, which could provide a reliable and steady source of electric power and outdoor illumination for a lunar base. But scientists still haven't identified those places. One goal of the APL-led project is to produce a year-round "illumination map" of the polar regions, using imagery from past, current and future missions to establish precisely where explorers might find the most sunlight. Or darkness. Scientists believe the floors of some deep polar craters may be perpetually shaded by the surrounding rims and mountains. Temperatures there - minus-364 degrees - might preserve buried deposits of water ice left eons ago by crashing icy comets or asteroids. If so (and if it can be extracted), the water might help sustain a lunar base, saving NASA the expense of hauling water from Earth. With solar energy, water also might be broken down into hydrogen and oxygen, providing rocket fuel for the flight home. Data gathered by NASA's Clementine orbiter in 1994 and the Lunar Prospector mission in 1998 and 1999, have yielded tantalizing hints with remote sensing but "nothing definitive" about the presence of water at the moon's poles, Bussey said. The APL team will look at that data again and consider new evidence from NASA's Lunar Reconnaissance Orbiter, due to launch in April. But definitive proof, he said, must wait for robot landers. "You have to go down to the surface," he said. Others on the team will use polar images to begin measuring slopes and rock distributions, looking for safe landing sites and promising base locations. Resolved Question: region-free dvd software?

I used to use vlc player to play any region dvds, but I can't get to to work anymore. It's not a vista thing, because it used to work on this comp, but i had an unrelated problem with the harddrive and it had to get wiped. Anyway I had to re-install everything onto it, and now vlc player isn't region-free anymore? Anyway have any idea why? Is there any other software I can use to play any region dvds? Back with XP I used remote selector, but that only supports dvds players that don't run on vista! Can anyone help me with this?What? Thanks for the reply, but I don't understand what you mean. Resolved Question: I think the Pokemon videogame franchise needs to move in a new direction. How about this?

I like Pokemon. The video game, that is. I own many of the titles, and while I enjoy them all on a primal level, I do wish they would offer more in terms of plot. It's always the same thing - rasie pokemon, defeat Team Rocket/Aqua/Magma/Galactic and fight to become the Leauge Champion. That's all fine and good, but I want a game I can really sink my teeth into - something that can compete with Metal Gear Soid! Ladies and gentlemen, I give you "Pokemon Ebony". Six years have passed since the events of Diamond and Pearl, and the poke-fever that had so captivated the world only a few years ago has dissapated. New groups have emerged, each with their own motivates and plans for world change. On the one hand, you have the Poke-Liberation Movement, a group opposed to the capture and fighting of pokemon. During the course of the story, they bomb many gyms - killing hundreds. Then, on the opposite end of the spectrum, you have people who, by using advanced gene-splicing techinques, have been alble to merge pokemon DNA with their own. They call themselves "Pokemen". You control a boy by the name of Timmy. Living in the remote village of Bobblaboosh, he is naive to the bigger picture and sets out on his "pokemon adventure". Along the way, he must come to terms with the fact that his childhood friend, Cathy, is involved with the Poke-Liberation Movement. They butt heads many times, and he is eventually forced to slay her using a pokemon. Wracked with grief, he nevertheless manages to become the Pokemon Leauge Master - only to find that the League is nothing more than a bunch of corrupt bureaucrats using their influence and power as pokemon masters to bully less powerful regions into illicit trade practices!!! CAN he restore the League to its former glory? If so, HOW? You'll just have to play the game to find out. The gameplay is still pretty much the same, except for the added abortion feature where you can terminate pokemon pregancies rather than having to haul around the egg all day. That's about it. I was just curious which teams are treated as the home team by the local stations in some other states that don't have their own team and don't seem to have a team that is followed by their region. Resolved Question: Can puppies die of shock?

Two days ago the mother of our eight week old pups attacked and killed one of her own pups in front of the other seven. Literally tore the poor little thing apart. Why? We don't know. Two other pups died of heart failure almost immediately and now it seems the others are giving up hope. My wife has rushed the surviving two to the vet just now. We live in a remote region of Northern Australia so the vet is usually out and about at other communities. We stayed up all night with the others but they died in our arms and there was nothing we could do. Has anyone ever heard of this happening before?The pups were in a separate pen away from the mother but she got in and attacked them. She has been put down because she became hostile towards the kids as well. The other pups died today and the vet said it was shock. All eight are now gone and there was nothing we could do to save them. They were going to new homes this week! more

Resolved Question: Is it possible to 'fake your own death' in this day and age ?

I know I know, all the 'trouble' one would ahve to go through - the careful planning as to cover any ' ? ' and doubts over your tragic untimely demise heh. now lets just say somebody with an abundance of $$$ decided that he/she would fake their own death. I'm positive that there are remote regions on earth, which can be lived on but aren't inhabited yet - where such an individual could potentialy pull this off. Can Russia or Americas most sophisticated image mapping/scanning satellite imaging systems catch you ANYWHERE on the globe ? b/s surely they can't - if u don't agree, then I have 3 words for you scepticals. Resolved Question: What do you think motivates people to live in remote northern arctic regions of Alaska?

Ever since I was little I've had a huge fascination with remote northern arctic regions Alaska. A fascination to the point where I actually moved to Alaska to experience. Unfortunately I didn't make it as far north as I had hoped. But I don't understand what motivates the northern artic Alaskan natives to continue living there? I made it to some really rough and unbelievably cold parts of Alaska (about half way to the arctic region). I understand their main source of income and life there is whale hunting. But I wonder if they realize that live in a little more populated (and warmer) area is much nicer. What do you think? more
